The prolonged debate over THC and driving impairment is clouding the real issue that should be addressed in the quest for drug-driving reform, according to a leader of lobby group Drive Change.

Rather than embarking on endless rounds of research, lawmakers should be asked why medicinal cannabis patients are being singled out for punishment, David Heilpern said.
