The rise of flower is being driven by the illicit market “infiltrating” the medical market, with legalisation the only way of preventing the issue from escalating, according to the president of the ANZ College of Cannabinoid Practitioners.

Dr Orit Holtzman said lifting prohibition would create distinct pathways for cannabis users and eliminate the need for GPs to deal with non-medical patients.
