Elected to the Legislative Council in November 2022, Rachel Payne is a formidable addition to Victoria's parliament.

She holds a masters degree in public policy, and qualifications in sociology and politics, in addition to extensive experience in leadership, advocacy, policy and campaigning gained through her roles at the Eros Association, Family Court Australia and Centrelink.

An advocate for women’s rights, equality, inclusivity, LGBTIQ+ issues, and social and community development, as a member of Legalise Cannabis Victoria she is keen to drive law reform and conversation around the role of cannabis as a catalyst for new economic opportunities, environmental ingenuity and creation.
